Tertiary institutions are established purposely to provide teaching programme, research programme and community services. Community services programme is the third cardinal programme of the tertiary institutions. It is the programme that touches the lives of the communities. Community programme is designed to bring positive development to the host communities. It is unfortunate that these communities services programme of tertiary institutions in Nigeria are plagued with problems. This paper discusses the problems hindering effective implementation of community service programme of public tertiary institutions in Nigeria. Secondary and primary data were used in the paper. Content analysis was applied for the selection of literatures used in the paper. The paper is a non-empirical research which depends majorly on secondary data from online and print literatures to provide the empirical support to the various points raised. The paper concluded that some of the problem hindering the implementation of community service programme of tertiary institutions in Nigeria includes inadequate funding, unstable calendar, corruption, weak school administrator and insecurity. Based on the problems identified, it was suggested among others thattertiary institutions’ authorities and administrators should ensure that there are adequate human and materials resources needed to implement the community service programme.
