The paper identified inadequate funding, inadequate infrastructural facilities, inadequate professional teachers, corruption, insecurity problem, poor supervision, poor learning outcome, poor implementation of Basic Education policies. To address these problems, the paper recommended among other things adequate funding of basic education across the federation.en-US
